i have a used ipad, but cannot sign into it. I have an iphone, but cannot find a way to set up the ipad
The passcode I was given does not work and I do not know how to reset it or link to my phone or computer

You need the AppleID and passcode used to initiate the Activation Lock.
There is no workaround for the security features of Activation Lock.
Return the iPad to the seller for assistance or a refund.
