Hi, I using a Ipad, but i'm unable to download the youtube App, it's say ( update is up to the Ipad to 14 or later ) when i 'm trying to update it says that ipad is up to date

YouTube requires iPadOS 14 or later. The current iPadOS version is 17.2.
You see the message that 12.5.7 is the current version because your iPad is very old and that’s the latest version it’s able to use.
It’s time to purchase a new iPad.
