Can’t send photos in text says I’m not enabled even though it’s on in my settings!

Presumably you mean MMS, not MME.

MMS requires both the following:

The setting enabled, which you say you’ve done.
Permission from your cellular carrier to use MMS under your plan. This may cost extra.
