When trying to send a message, with photos on it, it said message needs to be enabled
unable to send a message with photos, the message stated cannot send post message needs to be enabled

Hello Mickeythekid, To send a message with a photo you need to have MMS enabled. Settings > Messages > MMS Messaging ON.
