I was scammed out of 650 dollars. Wells Fargo said I have to talk to Apple after they investigated the withdrawal. I paid for a product and did not received the product. A report has been filed with FBI and FTC.

Apple Pay/Apple did not approve the transaction. Only your bank (Wells Fargo) can do that. Apple Pay is just a way to more securely protect your personal and credit card information. Apple Pay is a conduit between the merchant and bank. Apple sent the transaction information to Wells, they approved the transaction and sent the code to approve the transaction, via Apple Pay to the merchant. Apple never touched the funds.
If fraud was involved, it’s between you and Wells Fargo. Please call Wells Fargo using the phone number on the back of the credit/debit card used for the suspected fraudulent activity. Talk to their fraud department and let Wells take care of it. It’s their responsibility.
