I gave away my ipad, but it is still in Find My Device

I’m guessing by you still seeing this that you either didn’t remove it from your AppleID or you didn’t reset all apps and settings before giving away the iPad. This could be a security risk if it’s someone that you don’t know or trust. That being said, if you do erase it, then the next time they connect the iPad to the Internet, it will erase all content and settings putting the iPad back to a new state. If you don’t remove it from your AppleID at the same time, then they will not be able to set the iPad up to their AppleID until you do or unless they have your password. This is a security feature that helps to prevent people from stealing devices as they will be useless to them.

That being said, if you want to erase it and remove it from your AppleID then it will remove all information that you have on that iPad and will allow them to use it under their own AppleID.

To answer your question, they can still use the iPad, it's just locked to your Apple ID. They will have to sign in with their own Apple ID if you erase it.
