Cannot get rid of "Update Payment Details" in settings on iPad and iPhone

I subscribed to iCloud+ for 1 month, 2 years ago then went back to standard 5GB free option. However since that time I have continuously been getting "Update Payment Details" message on both devices. I have logged out on both devices then shut down and restarted, but the message comes back within minutes. There is no payment option linked to my account and it is staying that way, so why is this message continually appearing when I have no subscriptions requiring any payment and I do not purchase anything from the App Store???

You should contact the official Apple Support directly about that. Only they can look into your personal data, to find the reason for this issue.

Are you totally sure that you didn’t have any other things that try to get payments, or that you don’t have an App that you bought that didn’t go through? Usually when you see this, that’s because something that is trying to charge isn’t able to go through and you will not be able to download anything through the store or get rid of that message until you put a payment method in place to allow that charge to complete.
