Safari for macOS and Safari for iPadOS are not the same.

I would note that I just went to the site on my MBA and had no issues getting to the online application.

Are you using any kind of VPN? Any "security" software?

Try a different browser.

If changing browsers doesn't work, I don't know what else to tell you other than to try giving them a call. I have had some interactions with them by phone that were quite helpful, though it has been a while.

I admit, I'm not in the UK. But, since you could access it from the iPad, I assumed that region wasn't the problem. But, perhaps that was a faulty assumption?
