What is the length and position of the blue bars indicate?

Not sure which blue bars you are seeing, but if you are talking about the 2 sections of graphs that show up after you click on the weather location, then the horizontal position is "Time of day" for both graphs and the vertical position indicates "Temperature" or "Chance of Precipation" that is predicted.
You can click and scroll horizontally on each graph to see hourly predictions.
