Why can’t I download a AppleTV movie on my Mac?

You should be able to, if the Apple TV app or iTunes application have been signed in using the same Apple ID account as used for the purchase or subscription.

Downloading protected DRM’ed content requires that the Mac or PC gets “authorized” with the matching Apple ID account.

Rental movies allow for one download. For downloading to a different device, remove the other copy first.
