mail app ver 9.3 on my el capitan keeps shutting down once it is open. How do i re-install the Apple Mail app that came with computer

There is no stand alone mail application to reinstall..
For "baked" in application like your Mail.app— you reinstall the macOS on top of your existing macOS.

I would try quitting Mail, and relaunch it holding the Shift key down and compare your results.
