I can't seem to get the shortcuts app on MacOS 10.13, I tried getting it via the App Store via safari but it displayed a message saying "This app is only available in iPhone and iPad". How do I get shortcuts on a Mac? I'm new to this OS (macOS)

The Shortcuts app was introduced with macOS Monterey 12.0.1. It isn't available for previous versions of macOS, in particular macOS High Sierra 10.13.
As an alternative for your system you could use the Automator application: Automator User Guide for Mac - Apple Support.
