Is it possible to scan a business card and change some of the text and send the new altered business card file to a print shop to be printed.

When you scan the business card, it will be an image, even if inside a PDF wrapper. Print shops don't want that as source material. Talk to the print shop and ask them what content they prefer from you. The output from Pages will not be suitable for a quailty print shop.

It may be necessary to create a business card from scratch using vector images and converting your text to paths (vector). Affinity Designer 2 (free trial) can do just that. It has a predefined business card template.
