I have turned off optimised battery charging on my iPhone 15 and have it set to none but my phone still only charges to 80% every time. Have I turned it off wrong or is this supposed to happen. It will only charge to 100% if I take out the charger and plug it back in. If anyone can help that would be great thanks.

If you turn off the 80% limit, after a few weeks, the phone will charge overnight to 100% every time. This is fine, since it is impossible to overcharge the phone.
Turn on Optimized Battery Charging and check the phone in a week or so. The phone will usually stop at 80%, but will "occasionally" charge to 100%.
This is not something that you need to worry about.
"Occasionally" for me is about once a week, but the phone first went to 80% and never higher for a few weeks, then it began to "occasionally" go to 100%
