I have been change my password multiple time but still the other device is using my data as 19GB has been used in just 5 to 6hrs.
kindly reply a solution to my question.

I don't think the data shown is for 5 to 6 hours. It is for the period. Ask your Carrier for the period-wise data usage. You are not charged for the data consumption based on what is disaplayed on your iPhone.
What is the Last Reset Date* on your device? [Scroll all the way to the bottom]
Starting this Date* there are two sections which provide data for you analysis.
Under Cellular / Mobile Data Section
Current Period and Current Roaming Period cellular data usage.

Call Time section
Current Period and Lifetime Calls.
How did you assess for which period the data usage belongs to?

Thanks any way for replying but i have known devices(home devices)that is using normally from my data, the other devices option in hotspot is an unknown devices or maybe app that is using my data.
Hotspot is provided by your carrier.....not by Apple. You will need to ask your carrier why so much data is being used by the Hotspot service that they provide to you.
Personal hotspot is using most of my data in other devices
