My phone and watch is not loading weather, my setting is on to allow access but still weather… it’s really annoying 🤭 tried resetting both phone and watch and nothing!!
Reading the message in your screenshot, I'd check:
If Location Services (the last option at the very bottom) are enabled too, I suggest that you contact Apple Support directly and ask them:--> Contact Apple for support and service
