Can no longer update iPhone via iTunes, can't download software because of a network problem
I can no longer update my iPhone via iTunes on a iPhone/computer combo that was previously working fine. When I hook up my phone I get a message via iTunes that "A software update is required to connect the iPhone" but when I click "Install" I immediately get the message "Installation failed - Cannot download the software because of a network problem." Details below, not even sure why iTunes is telling me a software update is needed since (according to my phone) the software is up to date.
Mac Mini running macOS High Sierra 10.13 and iTunes 12.8.2.3 (apparently the only iTunes version I can run since 12.8.1 requires macOS 10.10.5 or earlier and iTunes 12.8.3 requires macOS 10.13.6 or later). The Mac Mini is definitely online (tried airport and ethernet).
iPhone 12 mini running iOS version 17.2.1 (again, the phone tells iOS is up to date).
I can still access the phone's photos as normal with Apple Photos, but cannot seem to update the music library through iTunes without this software update that will not install. I still have an old 160GB iPod Classic (software version 2.0.4) that updates fine with the same iTunes library.
