We think his daughter phone was stolen by his brother and his brother denied it but he saw it in his possession and we need to track it by only the phone number because she left it with her dad while she is in Hawaii

Apple provides no means for a user to track by phone number, or by IMEI.
That would be a privacy catastrophe.
The provided means of tracking is by Find My, if that was enabled. It is enabled by default.
Otherwise, discuss this with police and they can then potentially discuss this with your carrier, and ypur carrier xan track devices.
