The issue is with "Screen Time" setting, turn it off and "Face ID & Passcode" will re-appear :-)

In my case, Share Across Devices was already off. Content & Privacy Restrictions (also under Screen Time) was on. I toggled it off, went back to the Settings menu, and Face ID & Passcode appeared, and I was able to turn on Stolen Device Protection. When I went back to Screen Time and turned Content & Privacy restrictions back on, Face ID & Passcode vanished from the Settings menu again. Turned Content & Privacy Restrictions back off, Face ID & Passcode appeared again, and Stolen Device Protection was still on. So I assume that after it is set, the setting remains on even if the ability to toggle it disappears from the menu

This worked for me to get Face ID back. Toggled off "Share Across Devices" and went back to Settings. In a few seconds I could see the "Face ID & Passcode" option appear between "Siri & Search" and "Emergency SOS".

Kinda strange to watch the entry appear on the list. Works now and I could set the new "Stolen Device Protection" option.

Just be sure to remember your "Screen Time" passcode...

I am very grateful for this tip!
