I was only worried about the reported User Profile, that I did not create.

It turns out it was the screen-time that did that and blocking some websites in process.

So I just turned off the screen-time since I am adult and only user, and that fixed the problem.

I've never used or ever looked into using Screen Time, so know little about it. Your post made me think–I wonder if–so thank you for that.

I don't understand why the Profile was blocking you. The only things I have to add––Phreesia is a medical technology company. I scanned some of their Privacy/Security documentation and they do accept Apple Pay at least in a mobile context. Don't know if that has any relevance to your situation.
