I tried to find the EssayPay essay writing app in the App Store and noticed something strange. While I can find it on my iPhone, I can't find it on my Mac. Has anyone else experienced this? Any ideas why this might be happening?

The only way that you can get an app for iPhone is from the iOS App Store. IOS is currently a closed ecosystem.
However, the Mac is not a closed ecosystem and you can download apps from most sources of your choosing. So the EssayPay folks perhaps have not developed an app for the Mac App Store.
