If you still can't install the latest version of iOS, try downloading the update again:

  1. Go to Settings > General > [Device name] Storage.
  2. Find the iOS update in the list of apps.
  3. Tap the iOS update, then tap Delete Update.
  4. Go to Settings > General > Software Update and download the latest iOS update.

If you don’t see the update in the list of apps or if the issue happens again, you need to update your device with iTunes.

Try updating iOS after each step.

  • Try to Forget the WiFi network and add it again
  • Try another WiFi network
  • Toggle sets automatically off and then on
  • Reset your network settings
  • Force restart your device
  • Remove any beta profiles, if applicable

iPadOS 17.4.1 has been released. Can't you download that version as well? If so, you might want to remove the update file and try to download the update again

  1. Go to Settings > General > [Device name] Storage.
  2. Find the update in the list of apps.
  3. Tap the update, then tap Delete Update.
  4. Go to Settings > General > Software Update and download the latest update.

If this is not working please refer to this user tip I wrote about updating your iPhone (but also eligible for iPads) to get further reference

I’ve done everything. Plenty memory, have hard reset at least 3 times and still get the same error. VPN doesn’t work, same issue. Is this known issue that Apple is working on or what’s the deal?

If you have a VPN on your iPhone, at a minimum, turn it off. Better yet, unless you are required to have a VPN for a school or employer, DUMP THE VPN. VPN on iPhone is completely unnecessary and can cause issues with updates, etc. You don't need one at all.

Hello,

Maybe your device is running out of internal storage.

In order to free up space, try uninstalling apps that you don’t use, uploading files to iCloud instead of storing them on your device, and maybe go into your Message settings and change your settings to keep messages for 30 days.

Simply try to store more files on iCloud. Just to warn you, do NOT store apps on iCloud. They will just take up storage and will be inaccessible from your devices.

Hope I could help 👍🏻

Peculiar this one! 17.1.3 failed to update 3 times overnight on auto updates. I tried to update 3 times manually and go that totally unhelpful error message.

I looked on apple and checked my ipad model supported this update - yes

I visited this forum and checked all the answers - checked I had enough memory available - yes plenty

Went and tried the update again and miraculously it worked!!!

Totally bizarre - I didn’t change a thing.

So hopefully if you had this problem, a visit to this forum fixed it by magic - did for me anyway - good luck.
