I’m having this issue too. Trying to update after a fresh re-download and l get the error:
”Unable to Install Update
An error occurred installing iPadOS 17.3.”
I’ve restarted and cleared up lots of space on the iPad too.
I’m not sure what to try now. I currently have version 15.6.1 installed.

Is there a fix yet for this issue? I’ve tried every possible solution that has been given, and still nothing is working.
If you still can't install the latest version of iOS, try downloading the update again:
If you don’t see the update in the list of apps or if the issue happens again, you need to update your device with iTunes.
Try updating iOS after each step.
Ok so l apparently didn't clear quite enough space for the update!!
I deleted a lot more bits off my iPad so l had over 10GB free space and now the update works! Can't believe it was as simple as that.
Peculiar this one! 17.1.3 failed to update 3 times overnight on auto updates. I tried to update 3 times manually and go that totally unhelpful error message.
I looked on apple and checked my ipad model supported this update - yes
I visited this forum and checked all the answers - checked I had enough memory available - yes plenty
Went and tried the update again and miraculously it worked!!!
Totally bizarre - I didn’t change a thing.
So hopefully if you had this problem, a visit to this forum fixed it by magic - did for me anyway - good luck.

I’ve done everything. Plenty memory, have hard reset at least 3 times and still get the same error. VPN doesn’t work, same issue. Is this known issue that Apple is working on or what’s the deal?

Try using a vpn for checking for and while installing the update.
Actually, we see more issues with people using a VPN not being able to install or download an update than without a VPN. VPN on iPhone is virtually WORTHLESS and often causes all manners of issues.
I’m having the same issue. I can’t update my ipadOS from 17.0.3 to 17.3.1. I can download and install the software but once it restarts the OS is still the same. Also, I already use iTunes to update or restore it but it says an error occured. Please help.
Fixed!
I was using iphone Xr with iOS 15. I cleared up almost 10gb of my memory and re-downloaded the installer, it got upgraded to iOS 17.4. I tried almost all the solutions present on the web for this very issue but this one worked at last.
iPadOS 17.4.1 has been released. Can't you download that version as well? If so, you might want to remove the update file and try to download the update again
If this is not working please refer to this user tip I wrote about updating your iPhone (but also eligible for iPads) to get further reference

If you have a VPN on your iPhone, at a minimum, turn it off. Better yet, unless you are required to have a VPN for a school or employer, DUMP THE VPN. VPN on iPhone is completely unnecessary and can cause issues with updates, etc. You don't need one at all.
I brought my I phone in to APPLE and they destroyed my phone had to buy a new on because your software update destroyed my phone So mad at apple products second time this happened to me and I thing this is a rigged system.
