That is easy to explain - it comes down to the fact that the 12.9" is introduced long before the 11", so the same numbered "generation" does not correspond to equivalent devices.
The first 12.9" was introduced in 2015. The first generation 11" was introduced in 2018, at the same time as the third generation of the 12.9".
The 3rd generation 11" iPad Pro was introduced in May 2021, with an M1 processor
The "equivalent" in 12.9" format is the FIFTH generation.
So:
iPad Pro 11" 3rd generation: M1 processor, from 2021
iPad Pro 12.9" 3rd generation A12X Bionic processor, from 2018
NOT the same thing.

I was going to go look up all this technical info, as I knew what the issue was. But then my dog grabbed a toy and I had to go play with her, so, you know, business before pleasure... until you're retired...
