I forgot my password note. I cant remember, i want to reset password for unlock that note

You cannot reset the password for a note which has been locked until you remember the password you created at the time you locked the note. The password is encrypted on your iPhone directly and no one, not even Apple can unlock it for you.
You can guess as many times as you want, but if you cannot remember the password, the note will remain locked forever.
This is why Apple offers a Password hint you could have made when you locked the note. And of course keeping note of important passwords somewhere safe for future recall just makes sense.
