I am currently working on a project of local community heritage. We scanned some very old photos of a fanfareband and would like to tag the members with their name using the face recognition function. Photos automatically checks my whole personal library to find more photos with these people. I want to avoid that and limit this library scan to an album or other means if possible.

You can make a new Library and put the old folks in there. Close Photos and option-click on the Photos icon-- it lists your libraries and gives you the option of creating a new one.

Only one Library can be the "System Library" and be connected to iCloud for each Apple ID. So if you want to connect the "old folks" to iCloud for sharing a stuff, you'll need go set up an extra Apple ID. Otherwise, having multiple libraries works great.
