I used to be able to click onto a file and drag it to hover over a folder and the folder would open then I could drop the file into the folder. This no longer happens. When I hover over he folder nothing happens.
Can someone help me to fix this. I have looked online but must not have the correct wording because a I cannot find a resolution.

Yes, that statement is true. It won’t work with an alias, but you should be able to drop the file into that alias of a folder.
If you drag the original folder into the Sidebar, it will work from there.
It still works for me.

Is it only with the alias? Other folders open correctly? If it's all of them, check the spring-loading delay in Accessibility settings.

Using a trackpad OS 13.6.3 will not allow me to drag a file into a folder.
