I can't downgrade iCloud plan on my Iphone

Hi Everyone, I have tried couple of times to downgrade my iCloud plan without any success!

All my steps:

Settings -> Then I press on my apple ID -> iCloud -> scroll down to Manage your Plan -> then I try to choose Downgrade Options

After I press <Downgrade Options> system asking me to "Sign In with Your Apple ID Enter the password for Apple ID you use with your iCloud account"

when I enter the password - the message "Sign In with Your Apple ID Enter the password for Apple ID you use with your iCloud account" appears again I entering to type a lot of times without any success.

Btw iOS 17.3 - just upgraded
