Wallpaper is greyed out and not changing

My iPhone 11 wallpaper is greyed out and it’s not changing it’s been same throughout the day I tired switching off the iPhone and still didn’t work and tried changing the wallpaper still didn’t work

should I update my iOS 17.1.1 to 17.3 ?

can you please help
