I have tried to download some free books from Apple Books. But I don't see any price tag on any of the books. Are they all for free? (Which I think is not the case). How do I see the price of a book before I buy it? I am running iPad OS 16.6 currently

The books in your example are free, and in the public domain.
Books for which there is a charge are clearly labelled with the price you will pay.
If you search for the Carl Sandberg biography of Abraham Lincoln, or the Robin Lane Fox biography of Alexander the Great, for example, you will see the price of the download.
Some regions only stock books that are in the public domain: Availability of Apple Media Services - Apple Support
