Why doesn't my entire history clear when I click on "clear all"

The process may vary with different browsers, but if you look carefully, with some browsers, you must first select what history you are clearing. You need to select all history, not just a specific time period.
You have not posted relevant information: browser used, running which device and OS version? Details matter.
Methods may differ; on my iPad Pro with Safari, I go to Settings > Safari > clear history and a window opens giving me a choice of exactly which history to clear.
Mac OS will be different; using Firefox, I have the browser preferenes set to clear certain things when I log out/ finished for the day.
Hello all - I force quit my Browser, and then hit clear all - that worked. I'm amazing!
