Clearing Safari History:

A. Profiles:

Is this a company-owned device? If so, a profile may be installed on it. So, it may not be an option for you.

B. Boot in Safe Mode:

Boot into Recovery Mode (Intel or Silicon). Then, log in and see if this then works.

Or if you have Screen Time active on your device, you won’t be able to clear your search history in Safari. The only way to allow this is to disband Screen Time entirely.
