Cannot add Measure Utility to Home Screen on iPhone SE

App Store only had button to Open Measure Utility, not Download - because it is already included in the Hidden Utilities Folder. Found a posting which said to go to final Home Screen and swipe left. Yes, there are folders, including Utilities folder with the Measure App; however, if you Click and hold Measure app your options are Remove App or Open App in one of 2 modes: Measure or Level. So, you can get to the Utility in a very tedious way, but can't add it to Home Screen. BTW, all the other apps in the Utilities folder ARE available on the Home Screen in a Container.
