I bought an ipad and the cable doesn’t work, I bought it less than a month ago and even like during the first week it stopped working . Can they replace it?

Then the charging cable has a one year Apple warranty against manufacturing defects. You will need to bring the cable back to the Apple Store to have an Apple Technician examine it. Should they deem it to be a defect, you may find that you can get a replacement for little or no cost to you.
