Remove Parents credit card
My step dads card has been activated under my account for quite a while. now that I am an adult I want to remove it and add my card but it doesn’t allow me to remove him or add a card.

Activated under your account how exactly?
In Family sharing, the Family Organizer's payment method is used for al purchases for all the members of the family group, but is not in any way tied to the other family members accounts.
If the Payment method was added to your account and appears as a payment method for your Apple ID, the it should be removable from there.

If on the other hand its being used from the Family Organizer's account as part of Family Sharing, then there are 3 options.
- Leave Family Sharing Entirely and add your own payment method to your Apple ID.

2. Have the Family Organizer turn off purchase sharing.

3. Use gift card redeemed onto your account or adds funds directly to your Apple ID. When funds are added to the Apple ID, it will use those fist, before charging the Family Organizer's payment method. It may still require verification of the Family Organizer's payment method, but it should not charge it.
