Recent Macs and iPads support Sidecar – for using an iPad as a second display for a Mac. Sidecar supports the use of some touch gestures, and of the Apple Pencil.

There are also things like Wacom graphics tablets.
I'm not aware of any Mac whose Technical Specifications say that it supports external touch screen displays.

Dell claims that the monitor is compatible with macOS, and they even say that it is macOS-compatible in the Touch section of their user manual (page 18). (I don't know if you need to run their software to get the touch support.)
They don't say which versions of macOS, though – the manual just points you back to Dell's support site to look for drivers and OS compatibility guides.
I own this touch screen and it works with my M2 Mac Mini. It appears that Dell have contracted TouchBase to write the MacOS drivers, and they are great (support multi touch too). TouchBase are the experts in this.
