iPhone 15 Pro Max + Windows 10 "A request for the USB device descriptor failed"

When I connect my iPhone 15 Pro Max to my Windows 10 Pro PC, Device Manager displays this error in USB Devices:

"A request for the USB device descriptor failed"

  • Windows 10 Pro has all the latest updates.
  • I have used the cable that comes with the iPhone 15 Pro Max.
  • Used other USB-C to USB-A cables same failing results.
  • Tried all 6 USB 3.0 and 2.0 ports on my PC
  • The latest version of iTunes downloaded from Apple is installed, then updated to the latest version
  • I have tried deauthorizing and authorizing the computer from iTunes.
  • I uninstalled and reinstalled iTunes, including deleting the .itl file.
  • The cables work fine on my Mac Mini Pro M2 and my iPhone is detected and functions as expected.
  • The cables work fine on my Ubuntu Linux PC (22.04 LTS) my phone is detected and I can access my photos.

I have also tried following several posts and a couple of guides regarding this issue dating back to 2017, nothing has worked.

Is there a definitive solution to this issue?

Thank you.
