I'm using Mac Sonoma 14.2.1, Apple M2 Chip and for some reason, I can't download Winebottler, I tried a couple of tries and nope, still doesn't work. I tried using Opera GX's built-in VPN and still nothing.
Can anyone help me with this?

Keep in mind most Windows apps will not work.
If Wine Bottler is not compatible with your version of macOS, then you may want to instead consider CodeWeavers' CrossOver Mac which is compatible with macOS 10.14 through 14.x Sonoma. It works with both Intel & Apple Silicon Macs. It is a paid app, but has a free trial period so you can test whether the Windows software will work. They have been around for decades.

the panes you posted appear to be for spam sites.
Winebottler DEVELOPER site is here, and works fine. but it does not appear to support your version of MacOS, so more research may be needed.

Do I use Safari on this? Google also does the same and I'm not sure if I trust it for this
