Why is there a payment
It is saying that I owe a payment when I have no subscriptions and I have never made a purchase

You may have tried to download a paid app, or had a free trial turn into a subscription you never cancelled and had no way to pay for it added to your account and forgot about it. Such charges never go away. They remain pending until you successfully cover them.
You can find any pending charges in your Purchase history. They would show in red.

Also check any subscriptions you may have never cancelled.
