Some apps not transferring to my iPhone X

I have an iPhone X running IOS 16.7.2 which claims to be not upgradable. I had temporarily erased it as I was sending it for repair but when I got it back and restored from backup, several apps including APPPLE own apps like mail, clock, FaceTime, calculator, weather, wallet just hang `waiting'. The same when I tried to reset and transfer via Quick Start from my previous iPhone -- exactly those same apps refuse to transfer. Deleting and trying to reinstall from the App Store just gives `cannot be installed try later' (and does not work later). I have tried Apple's advice about waiting a long time, reset and restore, reenter appleid, check wifi etc none of that help e.g. its not about the internet connection -- all the other apps transferred/reinstalled fine and I have super fast wifi -- its specific to these apps not generic problem. I believe it's some kind of bug at Apple's end where the versions of these apps on the App Store are not compatible with the older IOS version on my phone. In that case how can EVER restore these critical apps? Could I maybe clone the versions of these apps on my old iPhone (but this runs 15.7.1 and cant go above 15.8.1)?
