iCloud didn’t restore all photos on new phone

my old phone (13) wasn’t working so apple sent a replacement because of apple care. I did a backup on my old phone and even iCloud showed I had around 14,000 pictures/videos. I reset that phone and set up my new phone. When I set up the new phone via iCloud backup, it only restored 7,000 pictures/videos.


It has restored old photos and recent photos from a week ago but a large chunk of photos from feb 2023- aug 2023 missing.


I have:

  • reset my phone again
  • checked iCloud again to see if anything is hidden or accidentally deleted as it’s not there


why are chunks of my photos missing but recent ones are there?

if the photos are at iCloud.com/photos, they will sync to your device when you log into your Apple ID and enable iCloud Photos (settings - photos). Open the photos app, tap library, scroll to the bottom for the item count and cloud status.


if you do not use iCloud Photos, photos will be part of the device backup and restored when you restore using the backup.

no I mean on my old phone I did a backup of my photos, checked iCloud and there were 14000 photos/videos. I reset that phone. When setting up my new phone, I set it up via icloud backup. Only like 8000 photos restored. I checked iCloud and only 8000 on icloud. I’m so confused how like 6,000-7000 photos dating from Feb 2023 - Aug 2023 have just been gone and wiped out from icloud. I checked apple discussins and noticed the same thing happened to someone else too when apple sent them a replacement phone
