Can family setup watch for a child support HomeKit key (without a companion iPhone)?

I have my child setup with a family watch and have given her a HomeKit key to let herself in to the house. It’s not currently working and the Lock company (level lock) suggest that it’s because family watch set up cannot support HomeKit key. Is that right?
