What’s the point of buying iCloud storage when I delete photos off my iPhone they delete in my storage as well.

You can optimize the photo storage on your iPhone so that it has photos that take up less space while storing the larger full-size photos on iCloud.
iCloud storage is also used for syncing photos with multiple devices.

Apple does not currently offer cloud-only storage for photos. If that is what you want or need, you may want to explore 3rd party options such as Google Photos or Dropbox.
