Migrating from older Imac to newer Imac

I have an older Imac running on El Capitan OS and recently purchased a new Imac and want to transfer all my data via migration application. I cannot download migration application to old system and new system is blocking me from transferring. Suggestions?

iMac 21.5″, OS X 10.11

Buy an external drive and use Time Machine on the old Mac to make a backup.

Then plug that backup drive into the new Mac and use Migration Assistant to transfer your data.

Finally, now use that backup drive with your new Mac. Backups are indispensable and priceless when you need them.
