Adding iTunes Music to a Non-Apple Device
My father wants to add all of his CD music to iTunes, and then add it to a generic MP3 player. Is it possible to do that?

CDs can be ripped to iTunes and stored there.

The tracks can then be copied from the iTunes Music folder to whatever device he's planning on using in whatever way the device has to get music on it. iTunes won't copy music to 3rd party devices, but won't prevent you from doing so with other apps or manually.
Follow the user guide for the MP3 player in question to copy songs to it. iTunes stores music in the iTunes Music folder inside the the Music folder for the user profile in Windows.
You can set iTunes to store the ripped music from the CDs as MP3s if required, if the mp3 player does not support other formats such as Apple's AAC format.
