For the last several days there is no 321 countdown when I initiate a screen record. Also, the screen recording will just stop recording for no discernible reason - and it doesn’t save the recording. I have used 700 GBs of the 1T storage on this 14 pro max. Running 17.2.1. I also did hard reboot.
You say you have used 700GB of the 1TB storage you have on the phone. Did you actually purchase an iPhone with 1TB of memory, or do you have a 1TB iCloud Storage Plan?
Go to Settings on your iPhone > General > iPhone Storage - what does it show there?

I'm sorry I wasn't able to offer much. I don't actually use screen recording, but I just tried one. On my iPhone 15 Pro Max, the 3 2 1 countdown was displayed in the dynamic island. Where are you looking for the countdown? I ended the recording after just a couple seconds and it said saving to photos and it did.
Bought the phone with 1T on it.
