The library “Photos Library.photoslibrary” could not be recognised

New MacBook Pro 14". Logged into my iCloud. Everything has been smooth except the Photos. It opens by saying GET STARTED. I click that. Then it says "The library could not be opened". The library Photos Library.photoslibrary could not be recognized. I have no idea what this means. Underneath it also says "iCloud Photos is not turned on" "You can turn on iPhone photos in Photo Preferences". But I actually can't open photo preferences without my photos opening on macbook. My iPhone has fully synced photos. I don't understand why I can't access photos on Mac. Using Ventura 13.6.4

Where are you keeping your Photos Library.photoslibrary? Is it in your Pictures folder or have you moved it to an external drive? If your Photos Library is on an external drive, check, if the external drive is suitable for Photos. The current system version is checking more thuroughly than the previous versions, if the Photos Library is in a supported location and will not open it, if the library is in a synced folder, for example on iCloud Drive or in a Dropbox folder. If the library is in an external drive, the drive should meet al requirements described here: Move your Photos library to save space on your Mac - Apple Support

If you know, where your Photos Library is, try to open it directly by selecting the librsry, then ctrl-clicing it and using the command "Open in Photos".

One more thing - if you just got a new Mac, does it have the same system version as your old Mac? If not, and if the system on the new Mac needs updating, make Sur to update your new Mac with the most recent system version.
