How can I change print scale on iPad 4th generation

Is there any way at all to change % scale for printing from iPad Pro (11-inch) (4th generation)? I have an office jet Pro 8600 printer, the scale is set to 100%. I don’t understand why Apple has limited printing options so severely on iPad. I need my PDF to print at 100%...for some reason it’s printing at 97-98% (best I can tell from measurements).

I am printing from iBooks. I am printing clothing patterns and they have to print at 100% or the patterns don’t fit.

My iPad iPad Air 2 prints at 100%.
