You might want to check you have enough memory / storage space for your iPhone to operate smoothly.

Eg: An iPhone generally need around 8Gb free in which to do whatever you expect it to.

How to check the storage on your iPhone and iPad - Apple Support

If low on storage, it is wise to back up all your data ... ie: so you can restore anything you may find you need

Then: if you want to delete items to make space.

See how to:: "Manage space on your iPhone" in the article below

If you need more space for an update on your iPhone, iPad, or iPod touch - Apple Support

If you already have plenty of storage space free: (storage space in iCloud is different from space on your iPhone):

Next, check whether there is a software update waiting, that you may need to install:

Look in Settings > General > Software update

Check that your wi-fi connection (or cellular if you use it for Safari) is strong and stable for internet use

If you still need help with Safari: try turning off any virus checkers, ad-blockers, cleaners, and the like,

even VPN can cause issues if installed ... then see if Safari performs normally,

Check that any non-Apple (third-party apps) you may find necessary are updated to be compatible.

Else: Apple support have an article online that may be helpful:

If an app on your iPhone or iPad stops responding, closes unexpectedly, or won’t open - Apple Support

All the best :-)
