Photos not syncing because optimizing battery power but I have that turned off

I used all my space on iCloud so my phone stopped syncing. I tried to delete pics then decided to upgrade my storage. Each time I hit the sync button on photos it starts and says it’s syncing 9 items. I left it alone for 4 hours and nothing changed. As soon as the phone goes to sleep the syncing stops and the status says it’s paused Optimizing Battery Power. I do not have Low Battery Power turned on. Help!
