Is your Photos Library in you Pictures folder on your internal hard drive, or somewhere else?
The first thing to try is to re-start your Mac. If that doesn't clear up the problem, try a restarting in Safe Mode:

Are you, in fact, running macOS 10.12 Sierra ?
